Canceled modality of "Aspect Diagram" window.

Fixed chart wheel position handling and time dynamic handling. Now:
- to move a chart wheel by mouse, point a mouse cursor into an aspects circle, press and hold pressing a Shift key and left mouse button, move a mouse,
- to resize a chart wheel by mouse, point a mouse cursor into a chart wheel, but not into an aspects circle, press and hold pressing a Shift key and left mouse button, move a mouse,
- to change a time (core of background data) by mouse with 1 second step, point a mouse cursor on inner (or outer for background data) border of Zodiak belt, press and hold pressing a Shift key and left mouse button, move a mouse,
- to change a time (core of background data) by mouse with 1 minute step, point a mouse cursor on inner (or outer for background data) border of Zodiak belt, press and hold pressing a Ctrl key and left mouse button, move a mouse,
- to change a time (core of background data) by mouse with 1 hour step, point a mouse cursor on inner (or outer for background data) border of Zodiak belt, press and hold pressing a Alt key and left mouse button, move a mouse.

Changed order to work with a dynamic of time when daylight/standard time shifting to avoid some bugs.
Added calculating of latitude and declination of Parts. This take a sence for midpoints, defined as parts. Simplest algorithm uses:
a) The (short arc) midpoint of the longitudes is found
b) The (arithmetic) midpoint of the latitudes is found
c) The above longitude and latitude are converted into RA and declination via spherical trigonometry formulae.
Fixed bug: additional instances of "Astronomy data of object" had an unreadable signs.
Fixed bug of adding a record to database.

Shifting a chart wheel by mouse now created with pressed Shift key. If mouse cursor located into Zodiak belt, then it changed chart size.
Fixed bugs of "Position/Speed" diagram (shifting "Now" and "Ingression" marks).
Fixed bug of increasing/decreasing of chart size by mouse wheel.
Fixed bug of saving/restoring of main window size.
Fixed bug of "Search for Event" function: does not displied short events in a diagram (less then one pixel of scale).

Graphic ephemeris: opened access to transit Moon for 1 year period.
Chart Settings, Wheel: for "Degrees of House Cusp" option added "Degrees and Minutes" option.
Fixed bug, leads to program fail when right mouse click at IC with some house systems, e.g. "Equal from ASC".
Fixed bug, leads to program fail when right mouse click on a chart on planet glyph - firdaria ruler in case of Node ruler.

The "Planets only mobile" option not consider now Vertex, Equatorial Ascendant, Co-Ascendant and Polar Ascendant as planets.

"ZET Update" function: added possibility to choose a prefessed server ("Connection Settings" button).

When creating a common interpretation, the access to program interface locked now, because of some user's operations while interpretation process may leads to a program fail.
Astroformula language (UNI): Now asteroids specified either by it's name, or by code "AS" plus asteroid's number according a catalog.
The "Geographical Map" tableau: it's possible to shift a map by keys.
Introduced possibility to invoke any of two ZET servers: zaytsev.com or astrozet.ru. Invoked server (e.g. for autoupdating), which: 1) accessable, 2) last successfully invoked, 3) choosed in "About" window.
Interpretation of Statistic (Elements, Qualities, Hemispheres). Oparational interpretation invoked from menu of statistic's panel. There is a "Consider Asc and MC" option. Uploaded corresponding text, see Library.
Fixed bug, sometimes occures when the graphic ephemeris created.
Fixed bug of displaying a date in graphic ephemeris of progressions for 30 - 120 years (in status line, by mouse moving).
